[Clas12_software] OSG Portal updated. Ready for submissions.

Dear all,

The OSG container and the software have been updated to support the changes below and the CLAS12 OSG portal<https://gemc.jlab.org/web_interface/index.php> is ready for submissions. Please report any issues.

gemc clas12 tag: 4.4.2
coatjava: 6.5.9 (rgb)  6.5.6.1 (rga and rgk)
mcgen: 2.8

The changes in gemc include:

- bug fix in torus field linear interpolation routine
- added passive materials in the central detector region
- added HTCC passive materials: windows and cones for default, fall18 and spring18 variations
- added HTCC variations and corresponding shifts to gcards
- added rich sector 4 java variation geometry and entry in gcards (passive materials only)
- fmt routine use local coordinates
- removed some overlaps
- removed target 1mm xy shifts
- fix 4.4.2 and 5.0 conform to OPTICALPHOTONPID. notice: this does depend on the geant4 version.
- fix to airgap overlap
- added band geometry and digitization
- bus cable width fix for BST

The changes in mcgen include:

- improved api for elspectro
- fixes for inclusive-dis-rad
