[Clas12_software] ceInstall upgrade

Dear all,

The ceInstall upgrade eliminates the need for the SIM_HOME and SIM_VERSION environment variables or the need of sourcing a shell script.
This is achieved by adopting Nathan's CLAS12 modules functionality, which provides those requirements.

If you are using the CLAS12 modules on the CUE machines, you are already loading the new version of ceInstall.

To compile Geant4/GEMC software on your local machine, follow the updated instructions<https://github.com/JeffersonLab/ceInstall>, and let me know if you have any feedback or encounter any problems.
