[Clas12_software] [EXTERNAL] ced 1.6.0

Dear colleagues,

We are releasing *ced* 1.6.0. This is the result of decomposing *ced* into
individual *ced* molecules and reassembling. The end result looks more or
less the same, but under the hood it is an entirely different animal.  See
the attached file for more information on the changes.
