[Clas12_software] [EXTERNAL] Ced 1.6.1 update

Dear Colleagues,

ced 1.6.1 has some minor bug fixes and a new view displaying all the DC
wires at once. This is a candidate to replace the venerable "All Drift
Chambers" view that has been around since dinosaurs roamed the earth. (OK,
since the CLAS6 version of ced.) This one is less boxy with a more
realistic (though not faithful) geometry. However it also has more white
space (which is actually blue.) For now both views are available and we
await feedback as to what should be kept. One, both, or neither are
possible answers.
