[Clas12_software] jlab slurm queue time limit changes

FYI Everyone,

There'll be an announcement from IT/scicomp soon, but meanwhile ...

This month's maintenance day is a week from today, August 19, and it's expected to include a change to the main SLURM partitions we use:   Maximum job wall time will be reduced from 4 days to 1 day.

That means SLURM jobs' requesting more than 24 hours will fail at submit time, and so there will be a new, special "longrun" queue for for jobs that need more than 1 day, with possible preemption.

This is, at least in part, to better optimize fairshare response (especially short term) and still maximize utilization (from opportunistic/backfilling jobs).
