[Clas12_software] Update on OSG Resource Availability

Hi all,

The availability of OSG opportunistic resources remains limited, and our dedicated resources are currently unable to keep up with demand. 
As a result, job submissions are suspended from entering OSG.

You may still submit jobs, but please note that their status will appear as “Not Submitted” until the queue clears up. 
As resources become available, more jobs will be released accordingly.
