[Clas12_software] Transition to Pelican for OSG → /volatile Transfers

Dear all,
In November, the existing infrastructure for transferring files from OSG to /volatile will be deprecated.
We have been testing its replacement, called Pelican, and the results are successful.
Notes:
- Pelican is only available on AlmaLinux 9 machines.
- This reduces the available pool of OSG resources, since older hardware does not support the x86_64-v2 instruction set.
The transition has already started and will take a couple of days to complete.
It includes:
- Update our Singularity container to use our new AlmaLinux base image.
- Update Condor requirements to include the pelican JLab authentication and x86_64-v2 support.
This transition should be transparent for all users, but there may be some out of sync errors due to singularity image propagation through OSG CVMFS.
The pool of resources may decrease: very old nodes will not work for us anymore.
The directory naming convention on /volatile will change: Instead of job_9774, directories will now appear as 9774.
