[Clas12_verystrange] new proposal

Hi, Guys,

I've made a few changes to the proposal they are in svn now, including  
the pdf file.

Authorlist: Added Diane and Will
beam.tex (last section): I changed the projected particle rates. I  
used an overall weighted efficiency, replacing what was called overall  
efficiency, for Omega and Xi-(1820), based on 80days full field and  
30days reversed field, comapred with previous assumption of 80days  
half field. The multiplication factor for Omega-(3k) is 0.59, Omega- 
(4k) is 0.48, and XI-(1820) is 0.82.
I updated omegaEX.tex, and added a small section  (VI.A.c) for the  
magentic field setting.
I updated caspol.tex, deleted one reaction figure, and modified the  
argument for polarization measurement.

What's missing:
New version of Figure 22, 23, 25 and 28.
New plots: Xi- (or Xi-(1820)) signal+background?

In the experiment part, should we use all new numbers, or should we  
state those were obtained assuming half field, but the overall  
statistics were obtained using the correct setting?
