[Clas12tdg] Rack location meeting

Hi Dave,
We devoted our DC meeting today to the rack locations for the system
with Sergey present. The general plan is as follows:
1) Abandon all DC rack locations on Space Frame Level 2.
2) Remove 8 HV racks from Level 1.
3) Add 12 HV racks (more HV channels) to locations under the Subway
Level. These could be divided into 2 groups of 6, for example.
4) Keep 4 to 4-1/2 racks on each of the North and South sides of Space
Frame Levels 1 and 3 to accommodate the signal and relocated low voltage
racks .
As you suggested, we will try to identify the DC rack locations in the
3D model and work with one of the designers to identify them with a
different color than the others.
