[clas_members] update on RGB program

Dear Collaborators,

Starting at 9am today the accelerator will undergo RF recovery and a configuration adjustment that will change the beam energy to 10.2 GeV. It is reasonable to expect beam back on Thursday.

We will turn off detectors and magnets today starting at 9am until Thursday.

The shifts are cancelled until Thursday. Thursday day shifts are on stand-by and should be ready to be in the counting house at 8am.
