Unfortunately the meeting overlaps with my class tomorrow, so I won’t be able to tune in but for just a small part of it. Therefore, I am following your request and give you my comments in advance.

1) As I stated during the last CLAS collaboration meeting, the entire Bylaw F should be rewritten. In its present version, it starts out with a nonsensical paragraph, and there are other anachronisms that should be fixed while we are changing it anyway. Now that the immediate time pressure is gone (presumably we’ll vote on the changes at the June meeting?), it should not be too hard to find a couple of hours to do the job right. In general, I strongly urge that a native English speaker go over both the entire Bylaw F and the proposed addition to Bylaw D2 for proper word choice, syntax, grammar, etc.

2) In particular, the proposed addition to Bylaw F has the label “III” which is at present the label for “Governance” and should not be replaced. Instead, I would suggest to merge the proposed changes/additions with the existing section “II. Off-line Technical Working Group”. Obviously, we need to change the title since the OTWG doesn’t exist in this form anymore; instead we have the CALCOM group and the software group.

3) Now to the specific change for Bylaw F:
- first 2 *)’s: Right now, the ad-hoc procedure is that there is a REVIEW, based on presentation slides that are made available ahead of time. I think it is at least debatable if we want to add an entire new step, namely writing a note and having IT reviewed. As written at present, it would appear as if the in-person “live” review we have been following so far would NOT be held anymore in the future. I can accept either way (maybe having a note as a permanent record is even preferable), but I object to having BOTH, putting an undue extra burden on the RGs and the collaboration (reviewers). This should be clarified.
- last *): I’m not sure that “the same committee” should review the updated note again, and in particular approve the data production as qualified for the release of physics results. Shouldn’t that be the job of the PWG review committee? In particular, each physics result has to be defended individually - a calibration and hence a pass1 cooking that is “good enough” for DIS may NOT be good enough for DVCS or SIDIS (as we are finding out right now with pass2 for RGA). At best this will result in a duplication of effort.

4) I have no major objections to the proposed addition to Bylaw D2. One could argue that, in the last sentence, instead of having the PWGs “oversee” the approved standard methods (which is too unwieldy a group - hence it would probably lead to nobody actually feeling responsible), one could charge the software group and or the CALCOM group with doing that (depending on whether it is a analysis method or a calibration method).
