[clas_members] shifts

The accelerator is down and no beam is expected overnight. Wednesday is maintenance day and the hall will go to restricted access.
Superconducting magnets are OFF.
Wednesday owl shift is canceled. Day shift on standby and be ready to come when called. Swing shifts reports as scheduled.
