[Clas_offline] cobra update

An update to cobra has been checked into cvs.  This is the code written by
Mike Williams to read bos files and perform kinematic fitting for clas
data analysis.

The code has been updated to include readout for the radial time
projection chamber, the inner calorimeter and the scintillator hodoscope. 
It will also analyze photon events and calculate the covariance matrix
with the photon event.  A switch has been added to configure 32 or 64 bit
compilation.
