This is a nicely written paper with a lot of great new data.  A few small comments:

Should you perhaps define \"pull\" and \"confidence level\" in your discussion of these things?  They are not immediately obvious from the text.  

Did you want to quote the angular distribution formula that include the density matrix elements (Ref. 19 Eq. 7)?  Since your primary result is the extracted \'rhos\', it might be nice to give a more intuitive feeling for how they are related to the cross sections.
