Hi John,
Thanks for your message referring to the CLAS charter. In particular it states
XII.B.6: It is the responsibility of the lead authors to initially determine which limited members (if any) shall be included on the author list.
This paragraph makes clear distinction between the lead and limited members.
Furthermore:
C.7.d: The list of authors is to be alphabetical from A to Z. The lead authors, however, will be listed first, in an order of their choosing.
As I understood it is exactly what Igor has questioned, the order of authors is up to the lead authors, but it doesn't say if the lead authors have a power to define and classify a limited member to be in the category of the lead authors.
