    Provide capability to switch lookup take for payload port to vme slots without recompiling.
    
    jvme.{c,h}
     - Change PayloadPort array to two separate arrays for 20 and 21 slots
     - Add routine to change maximum number of slots available
     - Use user defined maximum slots to determine which lookup table to use.
     - Add in dma_config structure for future use of using both DMA engines in the tsi148
       (not yet implemented)
