    Support switching of maximum number of vme slots in crate by using it
    Slot ID, and determining if it has a valid response from SWB (the SD).
    
    tsLib.c
      - tsInit: If the TS is in slot 20 or 21, determine if the SWB module
    (SD) has a valid response (not 0 or 0xFFFF)... if so... use slotID as
    the maximum value of VME slots in the crate.
