     - Remove older code asking for prompt
     - Do not continue GOTO if signal_end=1
     - Do not get the fiber latency measurement if signal_end=1
     - Dont call closeup from routine called from TS crate
       Just set signal_end=1

     - Added signal stuff so things close properly if Control-C
     - Added Mutex and Condition Variables so client can wait
       for signal from server to send data
     - Added sending hostname to server
     - Initialize TI with TI_READOUT_TS_POLL
     - Added routine to send measured latency
     - Added routine to close down if asked by server
