[Dcouncil] Draft Diversity & Inclusion Policy

Dear Colleagues, 

Attached is the draft Diversity & Inclusion Policy, along with 
background material that will be included in the Admin Manual. Please 
review the policy and provide comments back to me ( logue at jlab.org ) by 
May 31 , 2016. After that we will clean it up and bring it to Lab 
Leadership for approval.
