[Dcouncil] Message from Hugh Montgomery: Diversity & Inclusion Culture Survey - Error

Actually, someone from my group approached about this question and I had 
exactly the same question. I guess we were having trouble with 
"anonymous" and " tied to email address" part. I am not sure if other 
people feels the same or not.
