[DIRC] proposal addendum draft

Hello Everyone!

Attached is a first draft for the FY11 proposal addendum. You can edit 
the document at doc.google.com. We should probably try to submit 
something this week, as waiting longer would probably stretch the 
"mid-July" deadline a little.
