[DIRC] proposal addendum and quarterly report

Hello Everyone!

Attached are the latest versions of the proposal addendum and quarterly 
reports in pdf format (only slight changes since last version). The 
editable files are at docs.google.com.

We should try to submit them tomorrow or Friday at the latest. Please 
check and make updates! :)
