[DIRC] FY12 proposal draft

Hello Everyone,

I updated sections 1 and 4 (first and last) of our FY12 proposal. The 
draft can be found at:

I hope that tomorrow (Tuesday) we can incorporate a paragraph into 
section 2 discussing the new test facility, which will be described in 
more detail in an appendix.

It would be great if you could have a look at the draft before our 
meeting on Wednesday. In addition to the items above, we will have to 
update the timeline in section 3 to reflect the changes from our 
original plan (and perhaps discuss the synergies with the prototyping 
efforts at GSI), and make sure that the budget section is correct and 
complete. Also, even though we submit the quarterly reports, we may want 
to discuss if we should include a section or appendix describing our 
progress to date.
