[DIRC] meeting on Tuesday

Hello Everyone,

Our next meeting will be on Tuesday, May 14 at 10 am EST.

I have updated section 1 to make the connection between the goals of the 
R&D and the physics requirements more clear, hopefully resolving the 
slight misunderstanding in the last set of comments in the report. I 
hope to have sections 2 and 3 ready later today. I saw that Carsten 
added some text on sensor tests at GSI and the lens R&D. However, we 
need to add more to section 4! It would be good to discuss this at the 
meeting!
