[DIRC] meeting on Thursday

Hello Everyone,

Our next meeting will be on Thursday, May 16 at 10 am EST.

It looks like the proposal is coming together nicely, with some updated 
recycled material, and some new. The main focus for the meeting will be 
to on discussing how to finish up section 4. It would also be good if 
everyone had a look at the final budget draft.
