[dsg-eic_dirc] Parts and Price list for EIC DIRC

Hello,

Attached is an Excel sheet of items to buy for the EIC DIRC laser tests. This list is mainly components needed for the laser interlock system hardware, interlock circuit development, low-power filter, and DAQ system. There will be additional PRs in the future for cabling, system enclosures, laser PPE, and cleaning PPE.

In this spreadsheet,  I've split the parts up by their source (Grainger, Allied, Digi-key, Thorlabs, etc) and included a source subtotal with the overall total.

If the totals all look okay, I can submit a PR for everything.

If I should split parts up into multiple orders over a few weeks or anything, just let me know.

Also, what charge code should be used for the PR?
