[dsg-eic_dirc] DIRC Laser operations procedure

Hi Beni and Greg,

I have written the draft of the laser operating procedure using the everyday work procedures provided by Greg. The procedure adds in the effects of the safety interlocks and PPE.

In addition a room map has been added, as well as the DSG interlock diagram.

The Laser THA is currently being evaluated by Jen Williams (LSO).
