[Dsg-halla_ecal] ECAL Heater Controls testing

Hi Bogdan and Albert,

DSG has completed a test of a prototype cartridge based heater block on a supermodule. The system was used to control the power output (~53W per heater) from the block in order to successfully reach > 220 degrees C on the face of the lead block crystals. Please see the attachments provided.

Brian and I will thoroughly check the condition of the components after the test stand cools down.

In the coming days I'll set a meeting to discuss the path forward with the 6 supermodule test stand in the physics storage.
