[Dsg-halla_ecal] power supply outputs

Hi Marc,
I measured the voltage across the 5 circuits when the GUI is signaling for full output.
Top SM row: 47V
Middle SM row: 46V
Bottom SM row: 46.5V
Al bars left and Al bars right: 45V

None of the supplies is outputting the full 48V it is supposed to. There is a set screw to adjust the max output on these supplies which I would suggest we make use of in the full system for ECal.
