[Dsg-halla_ecal] ECAL heater controls safety system diagram

Hi Don,

I have attached a diagram for the safety system components. This is similar to what was installed for the prototype. I have added the extra crash button for the counting.

We will need hall a to confirm the long cables which run from the hall to the counting house, I'll update the diagram after confirmation.

In any case, I have added a relay to provide power to the PSICs instead of running that power through the safety circuit, especially with the long run to the counting house. The relay coils current load is small, and the contacts have plenty of current capacity for the 48 channels of relays in the PSICs.

DSG will evaluate the circuit before we finalize, if you have and questions, let me know.
