[Dsg-halla_ecal] [Revised Logentry] ECal heater power

We have crude current measurement coils on each of the 48 heater zones for ECal. I measured their output today as a fraction of the difference between their off and fully on outputs and used that to estimate the power being drawn as a fraction their full output. The attachment below shows the results of this measurement by zone. The average power drawn per zone is 40% of maximum.
