[Dsg-halla_ecal] ECAL heater controls GUI

Hi Don,

Brian has updated the ECAL heater controls GUI. I have put a copy of ECAL Heater GUI on the HALLA-ECAL laptop, with a shortcut on the desktop. The new GUI is currently running.
