[dsg-halla_moller] Updates/Corrections for RTDs and VTs

For Pablo: Confirmed with Randy and Probir that the LCW Supply and Return RTDs that were inside the vacuum vessel are no longer being used, those can be completely removed from I&C drawings/spreadsheets. We only have LCW Return temperature for each magnet via the Dwyer flowmeters which we already have channels allocated for.
WCL2 (or WCL Return) is outside of the vacuum vessel, so those just need to get moved.
As always TM0 is currently just a copy of TM1 as a filler, but we don't yet know what the final design will actually look like. The draft drawing has no RTDs at all and only temperatures from the LCW return lines for each coil via the Dwyer flowmeters; which means it's a 4-20 mA analog input rather than an RTD.
For Mary Ann: Probir and I met with John Riesbeck to go over the safety of the VTs being used for Moller, namely the shock and arc flash hazards. The outcome of which is we only need current limiting resistors for anything over 60 VDC. This means for the -050# series drawings of the voltage taps nearly all the resistors will be removed. We can go over later exactly which ones need to stay.
