[Dsg-ft] Addition of condensation sensor to FT Hardware Interlock System

Hi Pete,
thanks for sending the updated chart. The diagram for the new sensor 
looks good to me. Would it be possible to increase the delay between the 
HV turnoff and the LV turnoff from 2 to 10 sec? this would also apply to 
the humidity and temperature interlocks. I noticed in fact recently that 
the HV ramp down takes more than the 2 sec with the settings we have on 
the caen boards at the moment.
