[dsg-hallb_gas] ALERT DC gas controls guide

Hi Bob and Gabriel,

I have written this guide for the ALERT DC gas controls. The guide focuses on pressure fault recovery and components of the GUI. There is also a section which covers the process variable names for ALERT DC tab so that an EPICs display can be developed. I believe Nathan was looking into that.
