[Dsg-htcc] gas controls modification

Marc modified the flow control to only allow a number between 1-20 LPM (inclusive) to be set as the flow.
The program was also modified to make sure the current flow will be the starting flow if the program is ever restarted (which was tested and verified to work).

We still need to test to see if the setup will work with only the local/private network enabled; worst case we have to change the network configuration based on where/what is connected.

However, that will be done next week; so we're done with the cRIO if you guys want to do any testing.
