[Dsg-ltcc] LTCC Leak Rates

Sector 5 of the LTCC has been flowing nitrogen since 8/3 (Friday). Initial leak rate indicates that the sector uses 13.73 liters per day. This shows an improvement from the previous run (~31 liters per day using C4F10). We will continue to monitor the daily usage and provide updates. 

Sector 3 has not been tested, as it is holding C4F10.
