[Dsg-hallb_magnets] Monitoring EPICS

These were never advertised and the ones that knew were told this was temporary.  I left them in for a long time to give people time to get switched to clascss and clascss-alarm.  Any “procedures” or notes these we written in, were not supplied by me.  

Things will still evolve over time and active parties will be notified and generally be give a grace period to update things as required.
