[Dsg-hallb_magnets] Comm Test Solenoid FastDAQ/LV cRIO- PLC

Hello Renuka, 

The communication tests between the Solenoid FAST_DAQ cRIO and PLC, and between the Solenoid LV cRIO and PLC are completed. 
Some lookup table needs to be fixed in the Solenoid LV cRIO, but t he communication is properly established.
