[Dsg-hallb_magnets] Added HE_CP_CD_DT2 Cooldown parameter

Wesley, 

The calculation for new Cooldown parameter was added on PLC logic. 

PLC tag name: HE_CP_CD_DT2 
Data type : Real 
Actual Readout in PLC: ~ 13 K 

Please add the indicator to display this parameter on the 'Solenoid Cooldown Parameters' screen.
