[Dsg-hallb_magnets] Check Load cell in cRIO

The Solenoid cRIO now has a startup executable deployed, Pablo and I verified that it runs properly when power cycled and updates the PLC.

Prior to deploying it we got the values from a debug version of the code that can display the raw values for the individual chassis, attached is a screenshot from chassis 1, namely why the LC is returning 0 lbs (because the voltage is negative).
