[Dsg-hallb_magnets] Check Load cell in cRIO

Yeah, the solenoid LV cRIO wasn't using a startup executable as it was being run manually from when we were testing/debugging.

Pablo and I will be in the hall this afternoon with detector I&C work and we'll take a look at it as well as deploying the startup application to the cRIO and rebooting it to make sure it comes back online without any issue (unless anyone has any objections with that?).
