[Dsg-hallb_magnets] Hall B Torus controlled ramp down now

Hello Ruben, 

Both PLC programs for Torus and Solenoid were checked. 
Solenoid PLC program has its bit disabled. This means that Solenoid PLC will not generate to a "controlled ramp down" if the Torus has a "Fast Dump". 
Noticed that Torus PLC program also has been modified (maybe after the this last Solenoid fast dump 8/27/2018); now it has its logic/bit disabled, so if Solenoid goes to a "Fast Dump", the Torus should be still at set magnetic field/current.

I thought that we had turned off this data bit so that the Torus does not ramp down if the solenoid fast dumps - can you check please? 

Please check to see if the reverse is also true. 

We know that the Torus is slightly coupled to the solenoid (mutual inductance of about 0.2 H) so that if the torus fast dumps it is likely to take the solenoid down too anyway.
