[Dsg-hallb_magnets] Studio 5000 v27 compatibility issues with Windows 10

According to their knowledgebase v27 doesn't officially support Windows 10: https://rockwellautomation.custhelp.com/app/answers/detail/a_id/1041470
The following versions of Studio 5000 are listed to be supported: v30, v24.02
Probably the easiest/fastest solution for now will be to just have the laptops rebuilt with Windows 7 since that is known to work.
Upgrading the PLCs will need to be looked into at some point since Windows 7 is only supported for another 2 years.
Windows 8.1 has support for another 5 years, so maybe we can see if the PLC software will run on that as a stop-gap?
