[Dsg-hallb_magnets] HallB magnets interlock checkouts

Hello, 

Today DSG performed the Pre-power up interlock checkouts for the Solenoid and Torus magnets. 
Solenoid Interlock checkouts were almost completed, there is still remaining one task to be completed (Voltage Taps Comparators). So far there is no problems. 
Torus Interlock checkouts were just started, 8 task checked and so far everything is going well. 

Tomorrow morning, we will continue the interlocks checkouts.
