[Dsg-hallb_magnets] [New Logentry] Follow-up Re: Controlled Ramp interlock on LCW Level 1 DP

After approval from Ruben & Probir the threshold for the controlled ramp based on LCW DP has been changed from 55 psi to 48 psi on both the Solenoid and Torus.

Very preliminary testing this morning showed that the Torus would fast dump ~44 psi (couldn't get Solenoid to trip) and that during previous makeup flow events the DP got to ~49 psi.

The hope is to prevent unneeded controlled ramps while still saving an hour or two of recovery time if the magnets do end up fast dumping since they'll be at lower current.
