[Dsg-hallb_magnets] MAJOR alarm: Fast Dump Sum

VT data prior to the dump doesn't seem to show anything going on with the coils that would have caused a software quench.

Both QD1 and QD2 are set to 0.2 in the PLC. I just did a pull request to add QD9 and QD10 to the plotting program as those also were tripped.
