[Dsg-hallb_magnets] [New Logentry] MPS Polarity

Per Eugene the polarity for the solenoid should be positive to match the convention used previously.

Under the MPS_Control task in the ProcessResponse routine I've changed the code to always force the polarity to be positive instead of using the status bits from the MPS (which right now is responding that the polarity is negative).
