It appears that the file Brian mentioned loading was from a period that the magnets were parked at 80K.
I have gone through and reset all the values to 4K operations. I have noticed in doing so that there is a problem with the level read back for LL8620SC.
Every PID loop that uses this variable measures 100.14% in the PV measured field and it never changes. I have gone through every loop that uses this variable.
Apparently we have the same problem with PY8620 as all of the PV measured fields that use this variable are stuck at 1.35atm and not updating. 
I am not sure that we can control cryogenics effectively with this issue.
