[Dsg-mvt] Update on MVT gas system

Hello Bob;
Franck said that he would like to purchase air tickets in 2 days, but you are
saying that we don't know yet if the gas system will be available at their time of arrival
in late May based on the fact that a DA cannot look at it until next week.
That seems extremely slow.
The gas system sketch is very simple. Surely a DA can look at this and tell within
minutes that it is (or is not) going to be certifiable.
Also, surely we can assure Franck that the gas will be delivered and the simple
bottle and regulator system set up.
We have the in-house expertise to do this. Please, let's give Franck a definite yes
or no by tomorrow.

Matt Marchlik is the DA that has been assigned to Hall B. He will look
at the MVT temporary system next week and let you know if it will be
qualified by the end of May.
